Welcome to the Australian Government’s Capacity Investment Scheme Tender 7: National Electricity Market – Generation (Tender 7, Tender Process or Tender 7 Process), conducted by AEMO. Registration is now open.

All references to ‘you’ or ‘Proponent’ in this Registration Form refer to any Proponents and their Bid Entity, as defined in the CIS Tender 7 NEM Generation Tender Guidelines (Tender Guidelines). This Registration Form should be read together with the Tender Guidelines (to be released on 14 October 2025) and, to the extent of any inconsistency, the Tender Guidelines will prevail.

Participation in Tender 7

Participation in Tender 7 involves two sequential steps: 

  1. Registration: Complete and submit this Registration Form to register your Project prior to submitting a Bid. The purpose of registration is to provide indicative Project and entity details, identify authorised contacts, and indicate the product(s) intended for inclusion in the Bid.
  2. Bid submission: Access to the CIS Tender 7 Bid Form will be granted to registered Proponents from 14 October 2025. The Bid Form must be submitted along with the required Returnable Schedules, attachments and other information necessary to demonstrate satisfaction of each of the Eligibility Criteria (EC) and Merit Criteria (MC).

To get started, if you are registering before 14 October 2025, download the briefing note on the ASL website, or alternatively, if you register after 14 October 2025, download the Tender Guidelines, which will supersede the briefing note. Please note that the Tender Guidelines will be published on the ASL website when Bids open on 14 October 2025 and will detail the key design elements of Tender 7, including the applicable Eligibility Criteria and Merit Criteria. We encourage Proponents to review the briefing note to ensure that your submission aligns with the Tender requirements.

Registration requirements

Proponents may only register and submit one Bid per Project. Proponents must not submit a Duplicative Bid. A Bid will be considered to be a Duplicative Bid if it is in respect of essentially the same Project as another Bid from the same Proponent or its Associates and only has changes to the configuration or design (such as Registered Capacity). If a Proponent submits Bids that are considered by AEMO to be Duplicative Bids, AEMO will accept the compliant Bid that was submitted last, and any other Bids will be rejected. 

How to complete this Registration Form

Proponents must register a SmartyFile account to complete this Registration Form. Proponents that have created a SmartyFile organisation profile may assign multiple team members as users for their organisation with different access levels, enabling collaboration on submissions. Proponents that choose not to set up a SmartyFile organisation profile may complete this Registration Form using a single login. However, only one user can be working on the form in the system at any given time. Once this Registration Form has been submitted, you will receive updates and relevant information to support your participation in the Tender 7 Process. You will also be issued a submission number, which should be included in the subject line of all future correspondence regarding your Bid.

If Proponents wish to change their Bid, they should comply with the processes outlined in the Tender Guidelines.

Confidentiality and disclosure of information

Information provided by you as part of, or in connection with, this Registration Form will be dealt with by the Australian Government and AEMO in accordance with the Terms and Conditions set out in this Registration Form and the Tender Guidelines. To the extent of any inconsistency, the terms of the Tender Guidelines will take precedence once the Tender Guidelines are made available.

By submitting this Registration Form, the Proponent confirms and agrees that:

  • the Proponent is or will be bound; and
  • the Proponent’s Associates have agreed that they are or will be bound,

by the Terms and Conditions set out in this Registration Form and in the Tender Guidelines (once the Tender Guidelines have been released).
