Welcome to the Australian Government’s Capacity Investment Scheme Tender 6: Wholesale Electricity Market – Dispatchable Capacity (Tender 6, Tender Process or Tender 6 Process), conducted by AEMO. Registration is now open.

Before you begin, please review the CIS Tender 6 WEM Dispatchable Capacity Tender Guidelines on the ASL website, which outline the key design elements of Tender 6, including the applicable Eligibility Criteria and Merit Criteria (Tender Guidelines).

There are two sequential steps involved in initiating your participation in Tender 6. The first step is to register your Project (through this Registration Form), and the second step is to submit a Bid.

Once Tender 6 opens on 29 August 2025, Proponents that have registered will gain access to the CIS Tender 6 Bid Form.

  • Registration Closing Date and Time: 10 October 2025 at 5:00pm Australian Western Standard Time (AWST)
  • Q&A Closing Date and Time: 31 October 2025 at 5:00pm AWST
  • Bid Closing Date and Time: 7 November 2025 at 5:00pm AWST

All references to ‘you’ or ‘Proponent’ in this Registration Form refer to any Proponents and their Bid Entity, as defined in the Tender Guidelines. This Registration Form should be read together with the Tender Guidelines and, to the extent of any inconsistency, the Tender Guidelines prevail.

Before you begin 

Proponents will be required to register a SmartyFile account in order to complete this Registration Form. Proponents that have created a SmartyFile organisation profile can set up multiple team members as users for their organisation with different access levels. This feature allows for collaboration with multiple team members on SmartyGrants submissions. For more information on setting up your organisation's SmartyFile profile, visit the SmartyFile Help Page.

Proponents that choose not to set up a SmartyFile organisation profile can work on the Registration Form using the same log-in details. However, only one person can be working on the form in the system at any given time. In this instance, we recommend that Proponents download a PDF of the Registration Form in order to allow content to be developed in parallel.

Registration Form

The first step in the Tender 6 Process is completing the Registration Form (this form) and this form must be completed before a Bid may be submitted.

The purpose of Registration is to provide indicative details of the Project for which the Proponent intends to submit a Bid, nominate entity details, provide authorised contacts, and indicate the product(s) that you intend to include in your Bid.

Once registered, you will be kept up to date on the information required to support you throughout the Tender 6 Process, in accordance with Section 6.38 of the Tender Guidelines. You will also receive a submission number, which should be included in the subject line of all future correspondence about your Bid.

Proponents may only register and submit one Bid per Project. Proponents must not submit a Duplicative Bid. A Bid will be considered to be a Duplicative Bid if it is in respect of essentially the same Project as another Bid from the same Proponent or its Associates, and only has changes to the configuration or design (such as Nameplate Capacity or storage duration). If a Proponent submits Bids that are considered by AEMO to be Duplicative Bids, AEMO will accept the compliant Bid that was submitted last.  

If Proponents wish to change their Bid, they should comply with the processes outlined in the Tender Guidelines.

Confidentiality and disclosure of information

Information provided by you as part of, or in connection with, this Registration Form is considered Disclosed Information and will be dealt with by the Australian Government and AEMO, in accordance with the terms and conditions set out in this Registration Form and the Tender Guidelines.

The Australian Government and its Associates have taken care in the preparation of the information contained or referred to in this document but cannot guarantee (and make no representation or warranty regarding) the completeness, accuracy, adequacy or currency of that information or any information communicated or provided during the Tender Process. Accordingly, to the maximum extent permitted by Law, the Australian Government and its Associates involved in the preparation of this document:

By submitting this Registration Form, the Proponent confirms and agrees that:

  • the Proponent is bound; and
  • the Proponent’s Associates have agreed that they are bound,

by the Terms and Conditions set out in this Registration Form and in the Tender Guidelines.
